Senior Partner, Macao Lawyer, Guangdong-Hong Kong-Macao Greater Bay Area Lawyer

Joaquim Vong is a registered lawyer at the Macau Lawyers Association since 2014. He joined “Vong Hin Fai Lawyers & Private Notary” in 2015 and is currently a senior partner and lawyer of the firm. In January 2020, he was granted the qualification of Hong Kong and Macau lawyers by the Department of Justice, Guangdong Province, and is currently vice-chairman of the management committee and Macau lawyer of Renhe QiBang Xianhui (Hengqin) Joint Law Firm. In October 2022, he was granted qualification to practice as lawyer in the Guangdong-Hong Kong-Macau Greater Bay Area by the Department of Justice of Guangdong Province, and since then serves as a “GBA lawyer” in Renhe Qibang Xianhui(Hengqin) Joint Venture Law Firm. He is also a part-time lecturer of the Faculty of Law of the University of Macao and the Macao Institute of Management, teaching Macao Civil Procedure Law/ Administrative Law and basic legal knowledge course, respectively.

Vong Keng Hei graduated from the Faculty of Law of the University of Macao with a Bachelor Degree in Law in 2009, and obtained a Master Degree in Law (Civil and Commercial Law) from the Faculty of Law of the Sun Yat-sen University in 2015, in which he is currently a doctoral student (Civil and Commercial Law).

Vong Keng Hei has extensive experience in various legal fields, especially on real estate and land law, administrative law, commercial law, banking and financial business law, and labor relations law. He assisted many Macao banks in signing large-scale loan contracts for many times, and represented certain Macao Government departments to participate in court trials and to deal with bankruptcy cases of large public service enterprises. He also rendered relevant legal advice on participation of certain Macau credit institution in issuance of treasury bonds by the Ministry of Finance of the People’s Republic of China in Macao. In recent years, he has actively participated in the legal system construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, providing cross-regional legal services and mechanism docking research work for various competent bureaus of the Executive Committee.

Vong Keng Hei also actively participates in and promotes arbitration and mediation in Mainland, especially in the Guangdong-Hong Kong-Macao Greater Bay Area. He is currently arbitrator of the Zhuhai Court of International Arbitration and of the Qingdao Arbitration Commission, member of the Chartered Institute of Arbitrators ( CIArb ), mediator of the Guangzhou Intellectual Property Court, of the People’s Court of Chancheng District of Foshan City, and of the Labor & Personnel Dispute Arbitration Committee of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, people’s mediator Disputes Concerning Hong Kong and Macao in Zhuhai City, mediator of Investment Disputes regarding Investment Agreement under CEPA, and arbitrator and accredited mediator of the Arbitration Center of the World Trade Center in Macau. He proceeded with arbitration cases and in the International Arbitration Centre ( HKIAC ) and the International Chamber of Commerce International Court of Arbitration ( ICC ), having participated in the related enforcement procedures in Macau.

His public and social positions include: member of All-China Youth Federation, Representative of Guangdong Lawyers Congress, member of Zhongshan Municipal CPPCC, deputy director of Guangdong-Hong Kong-Macau Greater Bay Area Affairs Committee of Guangdong Provincial Lawyers Association, people’s supervisor of Zhuhai Municipal People’s Procuratorate, deputy director of “the Belt and Road” and Guangdong-Hong Kong-Macao Greater Bay Area Legal Work Committee of Zhuhai Municipal Lawyers Association, deputy director of the Legal Professional Committee of Council for the Promotion of Guangdong-Hong Kong-Macau Cooperation, Innovation and Entrepreneurship Mentor of Foshan City, deputy director of Zhuhai Foreign-related Public Legal Service Center, expert of Hong Kong and Macao Legal Talent Pool for Construction of the Guangdong-Hong Kong-Macao Greater Bay Area of Guangdong Province Law society, and expert of Think Tank of the Guangdong-Hong Kong-Macao Greater Bay Area Professional Knowledge Alliance .

In terms of NGO activities, he is currently the president of the Macao Legal Exchange and Promotion Association, member of governing board of the Association of Legal Practitioners of Macau and member of its Youth Department, vice-chairman of the Macao Youth Federation, member of supervisory board of the Macau Management Association, vice-chairman of governing board of the Industry and Commerce Association of Macau, vice-chairman of governing board of Think Tank, vice-chairman of governing board and Secretary General of the Faculty of Law of the Sun Yat-sen University Alumni Association in Macao.
